Summary/Abstract: In order to be relevant for the application of lex mitior, the succession of criminal norms must reflect the criminal policy choices of the lawmaker and the non-value judgment expressed by Parliament with regard to a particular crime. There are considered incomplete norms the so-called definitional norms, criminal or non-criminal, used by the Parliament to clarify or specify terms stipulated in other innumerable norms.
